１ 目的
　伊勢志摩サミットやジュニアサミットの県内開催を契機に、次世代を担う県内の若者が世界へ目を向ける機運が高まったことを受け、若者が自分たちの暮らす地域において国際的な活動へ関わる意識を育む。
　また、若者による国際的な活動を県民へ周知することにより、県民が世界へ目を向けるきっかけとする。
 
２ 概要
　三重県内において、国際交流や国際貢献といった国際的な活動を継続的に行う高校生及び大学生等を、「みえグローカル学生大使」（以下「大使」という）として知事が委嘱する。
県は、大使が活動するにあたって、可能な支援を行う。
 
３ 要件
　大使に委嘱される者は、次の二つの要件をいずれも満たすこととする。
（１）県内の高等学校、短期大学、専門学校、高等専門学校、大学若しくは大学院に所属する生徒、学生若しくは団体、又は、県内在住で県外の高等学校、短期大学、専門学校、高等専門学校、大学若しくは大学院に所属する生徒若しくは学生であること。
（２）国際交流、国際貢献といった国際的な活動（営利を目的としている活動を除く）に関心を有し、自らの意思に基づき国際的な活動を継続的に行っていること。

４ 任期
　委嘱時に大使が所属する学校の、在学期間中とする。
　ただし、団体については、定期的に継続の意思確認を行う。
 
５ 委嘱
　大使は、３の要件を満たす者のうちから知事が委嘱する。委嘱は、委嘱状を交付して行う。
 
６ 大使の業務
　大使は、自らの意思に基づき国際的な活動を行うほか、県と連携して次の業務に協力する。
（１）県が行うイベント、国際的な活動等への参加
（２）三重県の紹介やＰＲ
 
７ 三重県の業務
　三重県が行う業務は、以下のとおりとする。
（１）大使同士が交流する機会を設けること
（２）大使が国際的な活動を行うにあたっての支援
（３）本制度及び大使が行う活動の広報
 
８ その他
　その他必要なことは、別に定める。
 
附則
この要領は、平成３０年１２月１４日から施行する。

Guidelines for the Implementation of the “MIE Glocal Student Ambassador” Program
 
１　Purpose
With the Ise-Shima Summit and Junior Summit having been held in Mie, a growing number of youth in the prefecture are turning their attention to global issues. Mie Prefecture is aiming to develop this next generation so that they can bring a global perspective to their regional activities.
By sharing the activities of these youth with the public, the prefecture intends to create more opportunities for residents of Mie to also think globally.
 
２　Outline
Within Mie Prefecture, the governor commissions high school students and university students to be “MIE Glocal Student Ambassador” (hereafter Ambassador). These Ambassadors are regularly engaged in international activities such as international exchange and are contributing to the international community.
The prefecture offers support and services for Ambassadors.
 
３　Requirements
　Ambassadors must meet two requirements:
(1) Be a student or a group which belongs to a high school, junior college, vocational school, higher professional school, university, or graduate school in Mie Prefecture.
(2) Be interested and regularly involved in international activities (non-profit) such as international exchange and contributing to the international community .
　
４　Term of office
The Ambassador’s term of office shall last until their enrolment to their current high school or university ends.
For groups, the prefecture shall periodically confirm the intent of the group to continue their activities as an Ambassador.
 
５　Commission
Individuals or groups who meet the requirements outlined in section 3 shall be commissioned by the governor to be Ambassadors. Commissioning shall be conducted with the delivery of a letter of commission.
 
６　Ambassador’s Role
The Ambassador shall continue their current international activities and voluntarily cooperate with Mie Prefecture with the following:
(1) Participation in events held by Mie Prefecture
(2) Informing the public about Mie Prefecture
 
７　What the Mie Prefectural Government will do for Ambassadors
(1) Create opportunities for Ambassadors to socialize each other
(2) Support Ambassadors in their international activities
(3) Inform the public regarding this institution and the activities of Ambassadors.
 
８　Other
Additional guidelines will be decided upon as needed.
 
Note:
These guidelines shall come into effect on December 14^th, 2019.
